Is this capture card worth $35?

That is a good TV tuner and video capture card. You must have a PC with at least dual core processor with 2 GB RAM to achieve good quality DVD video when you transfer your materials from video tapes. Likewise, HDD should be big enough (320-500 GB). The price is very reasonable.
