Rice and Powell Bigotry?

Many people (on and off YA) have said that Secretaries Rice and Powell are (or were) President Bush's slaves. This has never been said about Bush's white cabinet members. Are people suggesting that Rice and Powell are not capable of making their own decisions because blacks are not smart enough? Are these people Bigots? Or just ignorant?
