What year would you say the hip-hop and rap era started and punk rock era end?

You're confusing punk rock with mainstream pop punk(Blink 182, Greenday, Sum 41, etc). Punk rock has never ended. Basically all of it is in the underground scene. If you actually take a look into it, you'll find tons of great bands.
