How should I handle this issue with my boyfriend?

He is soooo sweet and romantic sometimes, but other times he can be such an ***! He wont call me for like a week or two, when i say I love you he goes "ditto", and he pisses me off on purpose! We have broken up many times, but always end up together again. I do love him, I just dont know what to do. Help?
