Is it possible to train a dog that has less intelligence?

I wonder if i adopt a pariah dog (primitive dog breed seen in south asia) ,will i be able to train it easily?jA friend of mine who had owned a pariah dog told me that they are slow at learning things.He never bothered training the dog but he says they have a low IQ than ,say, a gsd.
